Jugendhilfe 180 Grad: service recording and billing for outpatient youth welfare services

Challenge

Jugendhilfe – 180 Grad GmbH supports children, young people and families in challenging life situations – providing socio-educational family assistance and parenting support under the German Social Code (SGB VIII) on behalf of the youth welfare offices of the city and district of Fürth, the city of Erlangen and the district of Erlangen-Höchstadt.

Every hour of support must be documented per case and billed monthly to the responsible youth welfare office – with separate hourly rates per funding body and type of service, surcharges for reflection, planning and reporting, and separate invoice number ranges. Doing this by hand is time-consuming and error-prone.

Solution

In early 2020, we developed a web-based billing application based on ASP.NET Core, Entity Framework and SQL Server – from first draft to production in around six weeks.

Care workers record their services per client with date, time and description, including cancelled appointments. An hours overview shows the monthly hours of all staff across the year.

Administrators maintain the funding body, contact person, type of service and approved budget for each client. Hourly rates and surcharges can be configured per youth welfare office and type of service.

At the end of the month, open services are reviewed, corrected where necessary or moved to the next billing month. The application then generates all invoices for the month at the click of a button as Word documents with consecutive invoice numbers and provides them as a ZIP file.

Result

Since 2020, monthly billing to four youth welfare offices has run entirely through the application: services are recorded once and flow directly into the invoices.

We have been maintaining the application with little effort ever since – with regular upgrades to current .NET versions and prompt implementation of enhancement and change requests, for example due to changes in legislation.
